ITALY’S TAX CREDIT FOR FOREIGN PRODUCTIONS

Supporting International Productions and Co-Productions

Italy has established itself as a leading industrial partner for international productions through its Tax Credit system. Established under Law No. 220/2016, the scheme allows companies to offset tax liabilities — including corporate income tax, VAT, and social security contributions — with credits accrued from investment in film production, and is managed by the Ministry of Culture’s Directorate General for Cinema and Audiovisual (DGCA).

The centerpiece for foreign productions is the tax credit for attracting investments to Italy, reserved for Italian executive production companies working on behalf of foreign producers. Post-production and executive production businesses can be recognized a tax credit of 40% of the eligible production cost when making audiovisual works in Italy, using personnel from Italy or the European Economic Area, up to a maximum of €20 million per year. Support extends across the value chain, from development and domestic production to distribution, exhibition, and video games.

To access these benefits, productions must navigate a structured compliance framework. Projects must pass an official Cultural Test evaluating creative involvement, territorial engagement, and European/Italian cultural elements, while adhering to caps on non-EEA (European Economic Area) above-the-line costs. Administratively, the system relies on a two-step process: submitting a preliminary application followed by a final application upon completion, backed by certified financial auditing.

Ultimately, the true strength of Italy’s model lies in its operational flexibility. Rather than acting as a simple year-end tax deduction, the generated credit can be used for monthly tax offsets or transferred to financial institutions for immediate working capital. Whether for an independent local feature or a global blockbuster, early and strategic fiscal planning represents a primary competitive advantage for anyone producing in Italy.
